Implementing risk-based approaches to improve drinking water quality in small water supplies in the Nordic region– barriers and solutions

Small water supplies worldwide often struggle with regulatory compliance and higher risks of waterborne disease outbreaks compared to larger systems. The EU Drinking Water Directive and WHO guidelines promote risk-based approaches (RBAs) through water safety plans, but uptake remains limited in small supplies, including in the Nordic countries. This research, based on interviews with 53 stakeholders across eight Nordic countries, identifies key challenges and solutions for improving compliance. Findings highlight the importance of supportive government policies, ongoing training, clear and simple RBA guidelines, and stronger cooperation within the water sector. The Nordic experience reflects global challenges and aligns with WHO’s push since 2004 for preventive, risk-based water safety management.
